I was leaving the Bay Area after 30 years and my house was 115 years old. As expected, I failed an inspection required by City of San Mateo's lateral sewer line ordinance (enacted in 2020).
I contacted a very large plumbing outfit suggested by my realtor, but they gave me a very large estimate. Later that night, someone recommended Joe at Total Underground Construction (funnily enough it was a Lyft driver who heard my sob story and had a similar experience).
Joe assessed the situation and gave me a lower quote with a few contingencies for stuff he couldn't see until excavating. To my surprise, the contingent items weren't necessary and the quote held.
Work was performed impeccably and quickly. Permits and all phases were perfectly sequenced, and we passed inspection. Now I can sell the house.

Joe is a rare breed and someone that you feel thankful that you met! I requested a quote for some plumbing that needed to be fixed and Joe came out, addressed the problems, and helped us fix leaks in the plumbing. I couldn't recommend him enough to anyone who needs underground construction or plumbing work on their home.

I had a clogged main sewer line that needed replacing and my neighbor recommended Joe and Orlando. They immediately came out to assess the situation and proposed a cost effective solution. Right away, they came off as two guys who really enjoyed their work. After accepting the project, they took the extra steps to drive out that night to get the sewer line in a passable condition for the few days until the start of the project so we would not be without water and this was all done free of charge with the project. For comparison, other plumbers I've worked with have charged me even for using the camera to look at the line. During the project, they had 4 guys working and were able to complete the sewer line replacement in a single day. On top of all this, their price was extremely reasonable. Highly recommend them and would definitely call on them for future plumbing needs.

Does the California code require a backflow preventer?
Yes, in California, backflow preventers are a requirement by plumbing, health, and safety codes. The regulations are found in the Health and Safety Codes 116800 and 116407. Water Codes 13553 and 13578 also stipulate these regulations.
What is the mechanism of backflow prevention?
When pressure from the direction of flow is higher than the water main pressure, valves automatically shut to stop backflow. So, when sprinklers close, upstream pressure drops, causing downstream pressure (toward the water main) to rise. This prompts the valves to close, preventing backflow.
